I am a research associate at the European Studies Centre at St Antony's College in Oxford University, and a Ph. D. candidate in Georgetown University. I am working on inter-ethnic cooperation in organized crime
during ethnic conflicts. Specifically, I am looking at how some members of different ethnic groups secretly collaborated in smuggling, trafficking and black market activities during the Bosnian War. However,
I am having difficulty in finding resources and data. I was wondering whether any of you could recommend a piece/study on this subject or guide me towards scholars, researchers working on similar issues.

The MPI for foreign and international criminal law in Freiburg is searching for cooperation partners in the countries of former SFRY and Albania to conduct research on war-victimization and attitudes towards
sentencing international crimes. This empirical project will utilize a questionnaire of about 30 questions concerning what happened during the war and how to handle the situation with respect to reconciliation (e.g. international tribunals, mixed tribunals, domestic courts, truth commissions, no judicial answer at all etc.). The approach is an international comparative one, as the polling will take place in at least 10 different countries (Israel, Sierra Leone, Afghanistan, Algeria, Congo, Columbia etc.).

In every country 50 fully standardized questionnaires shall be distributed to victimized people through and collected by NGO´s from the field of victim assistance.Hereby we would like to encourage organizations or individual scientists with appropriate background to contact us concerning this study.

Conference on  'WOMEN HISTORIANS IN  EUROPE: C.1750-2004'

The ESF project entitled 'Representations of the Past: National  Histories in Europe' will host a one-day conference on the place of women historians within different institutions, networks and communities relevant for the national history in Europe in the National University of Ireland, Galway, on 1 -2 October 2004. National histories were not only written in academic milieus. Looking at the place of women in this process can enable us to identify writers, audiences and networks outside the academic world that also played a
significant role in the writing and circulation of national histories. Papers are invited on aspects of the intellectual lives and careers of European-based women historians from the end of the 18th century to the present day. Themes to be explored include the activity of women in the writing of history both at professional and amateur level; their relationship with the academic world; women's professional careers as historians in
universities, research institutes, libraries, archival institutes and museums; their involvement in national, state and ecclesiastical historiography and biographical studies; and scholarship policies that enabled women to enter the academic curricula.Papers are particularly welcome that include a strong comparative  dimension across countries or themes. The organisers also invite proposals for papers that examine separate organisations of women historians within each national community of historians in Europe. It is intended to publish a book based on the conference proceedings. Proposals should be at least 300 words in length and should provide a

Essay Competition for European Youth on Development
Deadline: Feb 29, 2004

An essay competition is being sponsored by the Bank and the College of Europe for people between 19 and 25 who reside in a European Country(Serbia-Montenegro included), whether students or not. Three essays selected by the judges will be published. Their winning authors will receive paid Bank internships in Paris, prizes of 2,000 or 1,000 euros, and field visits to Bank projects. Essays should reflect on concrete proposals to reduce world poverty and share new thinking on the role of Europeans in development, as well as
advocate greater European commitment in this domain. Deadline for submissions is February 29.

The European Master?s Programme in Human Rights and Democratisation (E.MA) is run by the EIUC - European Inter-University Centre for Human Rights and Democratisation and financed by the European Union. This unique academic programme gives the opportunity to learn about human rights and democratisation in theory and practice through study in Venice and in Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, The Netherlands, Portugal, Spain, Sweden, and the United Kingdom.

Assessment and degree: After successfully passing exams and completing a Master's thesis, students will be awarded the European Master''s Degree in Human Rights and Democratisation jointly conferred by those Universities of the EIUC/E.MA network that will have ratified the Joint Degree Agreement. As of January 2004, four universities are issuing the European Joint Degree: University of Padua; Ca' Foscari University, Venice; University of Deusto, Bilbao; and Ruhr- University Bochum.

Admission requirements: Applicants are required to hold a university degree of a high standard equivalent to at least 240 ECTS credits, normally in a field relevant to human rights, including disciplines in law, social sciences, and the humanities. Fluency in English and the ability to understand lectures and read academic texts in French are required, as the programme is bilingual. Practical experience in the area of human rights in
inter-governmental, governmental, or non-governmental organisations is helpful. The criteria used during the selection process are: academic ability and background, experience, motivation, and language competence. 80
places are allocated to EU citizens (current and prospective), out of which 20 are reserved for citizens of the ten new EU Countries; 10 places are allocated to non-EU citizens. All non-EU applicants are required to obtain
a study visa, which they should request from the Italian Embassy in their home country. The visa must cover the entire duration of the academic year (September 2004 ? September 2005) and is a pre-condition for enrolment.

Master degree in Southeast European Studies-free tuition

Network of Universities of Southeastern Europe under the auspicies of the European Union's Stability Pact is organising every year a master degree in Southeast European Studies at the National and Kapodistrian University of Athens, Faculty of Law, Economics and Political Sciences. The four main subject-areas covered are : 1. Southeast European History & Culture 2. European Integration & Southeastern Europe 3. Politics, Economics & Society in a Democratic Setting 4. Conflict Resolution & Regional Cooperation Network Partners ( which are providing teachers and guest speakers). This is a one year full time master degree and every year there are 35 places from which around 10 are for the Greek students, 20 for students coming from the South Eastern Europe, and 5 for anyone else. Every year there are around 15 scholarships (500 euro/month), for which can apply students which are citizens of : Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Hungary, Macedonia, Romania, Serbia-Montenegro, Slovenia and Turkey. The students from the Southeast of Europe which are accepted withouth scholarship don't have to pay any fee for there studies, the students comming from outside Southeast of Europe have to pay a fee of 1500 Euro/1 year. Every student will receive 2 free meals /day at the student canteen and a card for discounts in Greece (transportation, museums, theatres...). December 20, 2003.

Project "The Politics of Democratic and Welfare Development in South  Eastern Europe: a Network for Research and Education", conducted by University of Bergen, Norway (Rokkan Centre and Department of Comparative Politics), and sponsored by the Program for South Eastern Europe, (Centre for International University Cooperation and Norwegian Research Council), organizes the course "Welfare, Multiculturalism and European Development".

The course is open for participants from all countries. Participants from South East European countries are encouraged to take part and apply for financial support. A number of grants for travel and accommodation for advanced and highly motivated students as well as post-graduate and doctoral students from these countries are available and provided by the Project.Students are requested to apply and submit a short CV not later than December 20, 2003.

The Archaeological Field School MEZDRA is going to start as early as 1 July 2004 continuing till 31 August 2004. Participants will be able to attend one or more Field school sessions (each lasting 15 days) of both excavation projects:
• Late Copper age settlement of Zaminec (4200-4000BC)
• Mezdra Fortress (4200 BC-1396 AD)
We welcome enthusiast aged over 16 of any occupation from all over the World. The only requirement is to love archaeology and adventures as well as to speak ENGLISH.

Federalism-e is a peer-reviewed, on-line journal that publishes undergraduate student papers on the topics of federalism and multi-level governance. We are currently accepting papers for volumes 4 and 5 to be published bi-annually at: www.federalism-e.com. The deadline for volume 4 is December 1, 2003. However, please note that contributions are always welcome, and papers received after December 1st will be considered for volume 5. Submissions may range from 2500 to 6000 words. Papers can be submitted in either official language (French/ English). Submissions will be judged based upon their scholarly strength during a blind review process. Papers must be grammatically acceptable and adequately documented. Papers will be reviewed for consistency with the journal's broad mandate. Authors should include a brief biographical note including their name, institutional affiliation, year of study, and program. Students should submit an electronic copy of their work only, in Microsoft Word. CALL FOR PAPERS   A Workshop for new Doctoral Research on the History of Southeast Europe In June 2004

Location to be announced   The Center for Democracy and Reconciliation in Southeastern Europe (CDRSEE) is convening a workshop to present, compare and discuss new doctoral research relevant to the history of Southeastern Europe. The CDRSEE are seeking to bring together younger scholars who have undertaken the primary research for their doctoral dissertations or who have completed their dissertations within the recent past (typically 3-4 years). In addition to dissertations from History Departments, those that deal primarily with the history of any part of the region but are being done or completed in departments other than History are also welcome.   Scholars from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, FY Republic of Macedonia, Romania, and Serbia & Montenegro are invited to apply.  A limited number of spaces are also available for students who originate from other countries but who are working on Balkan issues.  The 15 selected will be notified by March 27 and asked to submit a 5-page summary of their dissertations' findings, methods and sources to the Center by April 19. At the workshop, selectees will be asked to make a 15-20 minute oral presentation on their work, as well as a 10-minute discussion on somebody else's pre-circulated presentation to others selected, and to 6 senior historians drawn from the Center's international Board of Eminent Scholars. The majority of the workshop's time will however be devoted to a joint discussion of papers and presentations. Applications should reach the CDRSEE by the deadline of 20 February 2004. All applications, papers, presentations and discussions will be in English.   Applications should consist of the following: §         A short CV of three pages maximum .  A one or two page description of your dissertation and its main theses. §    An e-mail or other address for March 27 notification   Applications should be submitted by e-mail to info@cdsee.org.   The travel and accommodation, together with a small honorarium, will be covered by the organisers.  The list of senior scholars attending will be available to selectees by April.   This project is supported by generous funding from USAID.   The Center for Democracy and Reconciliation in Southeast Europe (CDRSEE) is a non-governmental organisation incorporated in the Netherlands and based in Thessaloniki, Greece.  The CDRSEE seeks to foster democratic and pluralist societies and to encourage cross-border cooperation and reconciliation between peoples of the region.  The workshop is a part of the History and History Teaching Project of the Stability Pact for Southeastern Europe, and is an annual event.

Media-collaboration of Ex-Yu countries:

I am sending the proposal for media cooperation between so called ex Yu countries. It gives the possibility for the students from Slovenia, Croatia, BiH and Macedonia to write an article which will be published in the best student magazine in Serbia MonopolList, issued by the Students' Union of the Faculty of Economics (SUEF). SUEF is one of the most active local faculty unions, part of the Students' Union of Serbia network, the biggest independent student organization in Serbia and Montenegro, and the only student organization in Serbia recognized by all official European  institutions.
